Do I have to register my facility if I make under $1 million a year?
No. The small business exemption covers facility registration, product listing, and GMP, not just GMP. Most resources get this wrong. The checklist walks you through your exact obligations based on your revenue and product types.
Is this tool really free?

How current is the information?

I make deodorant, shampoo bars, and tooth powder. Does the exemption apply to me?
Likely yes, if you’re under $1M in average annual sales. Those product types are not on the high-risk list. The tool confirms this for your specific situation.
What is the deadline for MoCRA facility registration?
The deadline has already passed. Businesses over $1M in average annual cosmetics sales were required to register by December 29, 2023. Qualifying small businesses (under $1M) had until December 29, 2024. If you haven’t registered yet and you’re required to, you should do so immediately via FDA Cosmetics Direct and consider consulting a regulatory attorney about your current risk exposure.
Does the small business exemption apply to eye area cosmetics like mascara or eyeliner?
No. Making even one eye area cosmetic — mascara, eyeliner, eyeshadow, or lash adhesive — removes the small business exemption entirely, regardless of your revenue. You become subject to full facility registration and product listing requirements even if your sales are well under $1 million.
Will this checklist replace the advice of a regulatory attorney?
No, and it’s not designed to. This tool helps you understand your obligations and identify your gaps in plain English. For specific legal risk assessment, especially if deadlines have passed, consult a regulatory attorney who specializes in FDA cosmetics law.
Is my data saved anywhere when I use the tool?
Your checklist progress is saved locally in your browser using localStorage — nothing is transmitted to a server unless you choose to email yourself your results. Entering your email to receive results is entirely optional.
What happens when FDA finalizes the GMP rule?
The cosmetics GMP final rule has not yet been published as of June 2026. When it is, specific GMP requirements will become legally enforceable.
